Are your fingers stained with nicotine from cigarettes? Rub lemon juice onto them, or gently scrub the skin with a pumice stone. Then smooth on some hand cream.
Has the nicotine from heavy smokers marked your walls and ceiling? Scrub the surfaces lightly with a soft brush and diluted washing-up liquid. Do the ceiling before washing the walls. If it is not possible to shift the discoloration, you may have to cover the surfaces with aluminium sealer and then paint the room again.
