Vacuum or brush the blind fabric when the blind is fully pulled down, to remove dust. Use your vacuum's crevice tool to keep the springs free from fluff.
If the fabric is suitable, clean it with a foam upholstery cleaner on a flat surface. Hang the blind while it is still damp and don't roll it up until absolutely dry or it may lose its shape.
When a blind won't roll up, it probably needs to be retensioned. Pull it down halfway, take it off the brackets and roll it up fully by hand. Place it back on the brackets and pull it down. If the tension is still not sufficient to roll up the blind fully, repeat the process until the tension is correct.
