My cousin is a model and he told me that they use Witch Hazel to get rid of shaving bumps on the neck. It looks like an rubbing alcohol bottle, and can be found in the store next to it. It is an astringent that can also be used for minor burns and cuts. It does not hurt. I have a small spray bottle and spray it on my neck right after shaving. I also shave in the shower and make sure that I get the hot water on my neck before shaving to help open the pores.
This has helped elminate almost all bumps on my neck.
